| A Programme to
Address the Quality Concerns in Technical Education |

The Technical Education Quality Improvement programme (TEQIP-I) of Government of
India is an Externally Assisted Project (EAP) funded by International
Development Association (World Bank) to improve the Quality of Technical
Education in the Technical Institutions across the country. It is a Rs. 1550
Crore programme to be implemented during the first phase from the year 2002 to
December 2007 during the Xth Five Year plan.

In recent past the Technical Education System in the country has grown
manifold. As compared to 562-degree level institutions in 1997- 1998, the total
number as of now is 1195.Intake capacity has increased from 1,34,298 to
3,56,268. Despite this growth, the Quality of Technical Education remains a
matter of concern. It is worthwhile to note that in the developed countries, 60
to 70 percent economic growth has been through technological advancement. To
reap the benefits of technical innovations, TEQIP-I will address the following
major issues:

Modernization of
laboratories/workshops.

Faculty and staff development qualification
enhancement of teachers, exposure to industry practices and processes.

Curricula improvements periodically
updating and improving of curricula, making them competency-based, more
emphasis on problem-solving, self-learning, creative and innovative thinking,
etc.

Course flexibility multipoint
entry of students, credit acquisition and provision of learning options, etc.

 |
Interaction with industries
continuing education programmes for industry personnel, problem-solving
projects and consultancies on industrial problems, participation of industries
in curriculum design, industrial experts for instructional training, etc.

Research develop
culture for research and undertaking consultancy assignments in institutions.

 |
Development of management capacity
improvement in quality and efficiency of institution management, development of
processes for self-renewal, training of senior faculty in management of
resources, etc.

| TEQIP-I Highlights |
 |
 |
Centers
of Excellence:
In view of the large number of institutions and the constraints on human,
physical and financial resources; 17 to 20 well-performing institutions will be
selected as Lead institutions for achievement of the quality enhancement
objectives and to diffuse benefits of their excellence throughout the system by
developing synergistic networks between them and 50 to 60 neighboring Network
Institutions. Some examples of sharing of expertise and resources through
networking are: Academic Sharing, Credit Transfer and Carry-over of Credits,
Staff Development, Human Resources, Learning Resources and Library. Physical
Resource Sharing, Professional and Managerial Expertise, Joint Ventures, etc.

Bottom-up
Approach:
The Project is designed in Programmed Mode with full freedom to
institutions to prepare their own proposals.

Merit-based
Selection:
Only the well-conceived proposals (as decided by a National Selection
Committee) will be supported through the Project.
|

Upgrading
Existing Institutions:
No new institutes are proposed to be set up under the Project. Only existing
well-performing institutions meeting the pre-announced eligibility criteria
would be able to participate.

 |
To be
implemented in phases
as a centrally coordinated, multi-state, long-term programmed in overlapping
phases. Under each phase, there will be 2 to 3 cycles of selection of
well-performing institutions.

Services
to Informal Sector and Community
Technical Education system has so far been fulfilling the role of producing
technical manpower for the organized industrial sector. Informal sector of the
economy employs large majority of the work force and produces substantial
portion of the Gross Domestic Product (GDP). Productivity of work force in the
informal sector is currently low. For a balanced development of the country,
quality of manpower for all sectors, organized as well as unorganized, needs to
be improved by the technical education system. TEQIP-I is designed to address the
needs of informal sector also.
